What an EICR looks at
An Electrical Installation Condition Report assesses an existing fixed electrical installation within the agreed scope. It concerns the wiring and distribution serving the premises rather than being a general appliance test.
The report records observations, an overall assessment and a recommended inspection interval. Any limitations should be understood. An EICR is also different from the installation certificate for new electrical work.
What portable appliance inspection and testing looks at
What portable appliance inspection and testing looks at
Appliance checks concern electrical equipment. The agreed approach may include visual inspection and testing appropriate to the equipment. Equipment type and its use influence what is sensible.
Start with an inventory: approximate quantities, categories, locations and access. Identify equipment that cannot be disconnected without planning. The record should make clear which items were included.
Avoid a universal annual testing assumption
Avoid a universal annual testing assumption
HSE does not set a blanket annual PAT-testing rule. Its guidance uses equipment type, use and environment to inform maintenance and inspection.
A desk appliance in a low-risk setting and frequently moved equipment in a harsh environment do not necessarily call for the same approach. Ask how the proposed scope relates to your actual equipment.
Coordinate the visit without combining the records
Coordinate the visit without combining the records
If both services are required, discuss them together so access and planned interruptions can be coordinated. They remain distinct scopes, with records that identify what was assessed.
For rented homes in England, use the current official electrical-safety guidance to understand fixed-installation obligations. Do not assume an appliance label satisfies a requirement for an installation inspection.
Use the records in ongoing maintenance
Use the records in ongoing maintenance
Keep installation reports and equipment records accessible to the responsible person. Document what has been repaired, investigated or withdrawn from use where relevant.
An inspection records the condition assessed at the time. New damage can occur afterwards. Staff or occupants should know how to report a concern and stop using visibly damaged equipment.
Check the duties for the tenancy
Check the duties for the tenancy
England social landlords have specific duties for electrical equipment provided under a tenancy, as well as fixed-installation checks. Agree these scopes separately and follow the current requirements for the tenancy.
Business guidance about proportionate maintenance is not a substitute for those housing duties, contract terms or other applicable requirements. Keep the installation report and equipment records distinct.
Questions answered
Does an EICR replace PAT testing for a business?
No. The EICR concerns the fixed installation; appliance inspection and testing concerns the equipment within its agreed scope. List the report or checks you need and the items involved. Both can be discussed together, but their access arrangements, findings and records should remain clear.
Ask Max about thisDoes a PAT pass mean the wall socket is safe?
An appliance test is not an assessment of the complete fixed installation supplying it. A damaged socket, repeated trip or other installation concern needs its own investigation. Tell the electrician about those symptoms when requesting appliance checks so the appropriate service can be discussed.
Ask Max about thisDo all businesses need annual PAT testing?
HSE does not set one annual testing interval for every appliance. Maintenance arrangements should reflect equipment, use and environment, with relevant contractual requirements considered separately. Review the actual inventory and conditions rather than applying an identical date to a lightly used office item and heavily used equipment.
Ask Max about thisCan appliance testing and an EICR be arranged for the same visit?
Ask about availability and the combined scope before booking. Provide the property and circuit details for the EICR and a separate appliance inventory. Power-off periods, equipment access and the records required need to be planned for both services; one booking does not automatically include the other.
Ask Max about thisWhich electrical checks should a landlord request?
Identify the tenancy type, fixed installation records and any electrical appliances supplied with the home. Fixed-installation and supplied-equipment duties need consideration separately, including the specific rules for social landlords. Share the previous report and appliance list so you can request the appropriate scope rather than an undefined safety certificate.

These sources explain the relevant requirements. The condition and scope of your own installation still need assessment.
