C1, C2, C3 and FI: what happens after an EICR?

Read the overall assessment with the observations. C1 and C2 need remedial attention, FI calls for further investigation, and C3 recommends improvement.

Use the observations in your report to prioritise the next steps.

Use the whole report

An EICR records the condition found within its agreed inspection scope and limits. The summary is useful, but the observation pages and circuit information explain what needs attention. Send the complete document when asking about repairs.

An unsatisfactory report does not automatically mean every part of the installation needs replacement. The observations identify the repairs or investigation to discuss before a quotation is agreed.

Understand the observation codes

Understand the observation codes

C1 means danger is present and requires immediate remedial action. C2 identifies a potentially dangerous condition needing urgent remedial action. On an Amendment 4 report, FI advises further investigation and does not alone make the assessment unsatisfactory. Earlier reports may use different wording; check the recorded action and urgency with the inspector.

C3 is an improvement recommendation. It does not on its own make the assessment unsatisfactory. Optional improvements should be distinguished from required remedial or investigative work in the quotation.

Current government guidance covers electrical safety standards in the private and social rented sectors. Where required, remedial work or further investigation must follow the report’s action period, within 28 days or a shorter period specified in the report.

The maximum period is not permission to leave an immediate danger unresolved. Follow the report’s urgency and contact the inspector promptly if the meaning or action is unclear. Check the official guidance for the duties applying to the tenancy.

Agree the evidence after work

Agree the evidence after work

Ask the quotation to identify the observations addressed and the expected completion information. The relevant installation certification, investigation findings and written remedial confirmation depend on the actual scope.

Keep the original report and subsequent records together. Landlords should follow the official requirements for providing the appropriate evidence to the tenant and local authority. A fresh full EICR should not be assumed to be the only possible record after every repair.

Your planning checklist

  • Complete EICR including observations and circuits
  • Overall assessment and action periods
  • Items needing investigation versus a defined repair
  • Tenant or agent access contact
  • Required completion evidence and distribution

Questions answered

Does a C3 recommendation mean an EICR has failed?

C3 recommends improvement and does not on its own make the overall assessment unsatisfactory. Read it alongside the other observations and the report summary. Ask the inspector to distinguish recommended improvements from required repairs or investigation before deciding what should be included in a quotation.

Ask Max about this
Does FI mean an EICR is unsatisfactory under Amendment 4?

FI alone does not make an Amendment 4 report unsatisfactory; it advises further investigation. Earlier reports may use different wording. Check the report edition and stated action with the inspector. Landlord duties to complete required investigation under the applicable rented-property rules still need to be followed.

Ask Max about this
How long does a landlord have to complete required EICR repairs?

For covered rented property in England, required remedial work or further investigation must be completed within 28 days or the shorter period stated in the report. Immediate danger needs immediate attention. Contact the inspector promptly if the observation or its urgency is unclear rather than waiting for the maximum period.

Ask Max about this
Can another electrician quote for repairs from my EICR?

Yes, another electrician can consider the complete report. A defined repair may be quotable from adequate information, while investigative items or unclear access may need assessment first. The quotation should identify which observations it addresses and how any extra findings will be handled.

Ask Max about this
Do EICR repairs always require another full inspection report?

Not every repair automatically requires repeating the entire EICR. Relevant installation certification, investigation findings and written remedial confirmation depend on the work and applicable duties. Agree the expected evidence before work proceeds, and retain it with the original report so the completed actions can be understood together.
